This paper focuses on thematic plans, which were supposed to be the key document in the production of Czechoslovak films in the first half of the 1950s. Cultural policy bodies – in this period primarily the Film Council as an advisory body to the Minister of Information and Education – annually created sets of plans that determined not only the preferred themes, but also the exact number of films to be produced. The analysis is based on the Film Council’s collection stored in the National Film Archive and methodologically relies on the concept of sovietisation as a tool for examining cultural policy. It shows that film production could not be planned in the same way as other industries and that there was considerable tension between ideological requirements and actual production. The thematic plans thus provide a unique insight into the functioning of cultural policy during that period and at the same time allow us to see how they reflected not only official directives, but also the interests of individuals and groups involved in shaping film production.
